Every DVD disc has region code (1 - 6) or has been manufactured region free. The idea behind region codes for DVD movies is quite simple. It is in place to control the exportation of movies to other countries, thus eliminating the possibility of purchasing a DVD movie which has yet to be played at the local cinema. The end result is that DVDs encoded for regions other than Region 1 cannot be played on a region 1 DVD player, also, players marketed for other regions cannot play region 1-stamped DVDs.
If you look below, you can discover where the invisible region boundaries are. This may help you in purchasing a genuine DVD player for the region of your choice.

Region 1 - U.S.A, U.S. territories and Canada
Region 2 - Europe, Japan, the Middle East, Egypt, South Africa, Greenland
Region 3 - Taiwan, Korea, the Philippines, Indonesia, Hong Kong
Region 4 - Mexico, South & Central America, Australia, New Zealand, Pacific Islands, Caribbean
Region 5 - Russia, Eastern Europe, India, Africa excluding South Africa, North Korea, Mongolia
Region 6 - China

However, if a DVD movie is marked as "Region 0" it means that DVD is uncoded and can be played worldwide, in any zone. However, problem with Region 0 discs is that PAL discs must be played in a PAL-compatible player, and NTSC discs must be played in an NTSC-compatible player. Computer-bound DVD players don't distinct PAL/NTSC code, so it would be possible to play such disc (Region 0) at computer-bound DVD player anywhere in the world.
If you own so-called Code Free DVD player, you can view DVDs purchased in any region. It is a type of DVD player in which the region coding function has been disabled. Another way to watch DVDs that were purchased out of your region is to watch it on a computer-bound DVD player with additional software that disables DVD region coding feature.
